Penn State Extension's Master Watershed Steward program aims to get homeowners, businesses and municipalities to make better decisions to protect waterways.
The group is growing 9,000 plants to make natural dyes for fabric that is grown, woven and dyed in Cleveland. Their project marks the 50th anniversary of the Cuyahoga River Fire.
The vote will not impact the majority of the eight member states, including Pennsylvania, that had already adopted the Ohio River standards. Ohio and Illinois have not.
